As someone who suffers OCD, this is not the solution. All you're doing is delegating responsibility. That doesn't help with the underlying issue. The solution is learning better to trust self. CBT and other talking therapies are much better. Speak to your mental health-care professional.
You would need a system to organize each picture with the specific item being seen, a fast way to mark them as "invalid", and a way to know if all items are being checked, which is what I assume this app would do for you. As well as keeping it separate from your actual photo library.
