He missed the first bullet point
"which will: drive up the prices that everyone pays, and none of the following will happen".
Correctly pricing in externalities feels like a feature, not a bug.
(Not that I’d expect the current administration to use any such tax revenues in such a way as to mitigate the externalities of this particular industry.)
