Hawaii has an excellent solution to this that isn't invasive and doesn't require any added technology [0]. Even in states without inspections, it could be a voluntary report and anyone who doesn't report is just charged the flat capped fee by default during registration. It will be expanded to all cars in 2028.

Yeah I don't understand why we can't just charge owners by their mileage. The cars have odometers.
Of course it is about double the current ICE fuel tax. No good deed goes un-punished as they say.
