What constrained the sum to less than $2 billion? It looks like he sued originally for $10 b. Considering he relatively controls both sides, what stops him from choosing an arbitrary amount?
The arbitrary amount is $1.776 billion. Like everything that Trump does, there's an extra level of gaudiness on top.
