Interesting choice of verb there from the Financial Times. I guess this is like the time someone smashed my neighbor's car window and "collected" the money in her center console.
its called "collected" when they own the courts and rule of law. It's only crime if you do it. Countries has monopoly on violence, big one.
Or smashed the window, smashed the barrel and collected your car into it's parts and re-sold.
The car itself was liberated for its own good. Only the belongings were collected.
