TLBIC (Time-Limited Local Basic Income Credit) is a proposed basic income system with three core mechanisms: it expires after a few months to prevent hoarding; it requires no application (support is automatically delivered before a person needs to ask); and it is restricted to the local economy and non‑speculative use. Its purpose is structural—to reduce the despair that comes from feeling there is no way out. This is one attempt to address the systemic despair that contributes to Japan’s tragic loss of over 20,000 lives to suicide each year.
I've just published v9.0 of the Appendix ("Examining Bottom-Up Governance"), with a substantially expanded Section 4 on how to work more effectively with today's AI tools. I've also added a new section, "The Common Wisdom Humanity Has Repeatedly Discovered," to Prompt 4 of the v9.2 Supplement ("Why I Wrote the TLBIC Proposal").
Due to the resource constraints of free‑tier AIs—where complex multi-part texts caused the AI to hit its limits or give superficial responses—I've restructured the proposal into three parts, so each one is easier to read and discuss on its own:
