Great. Maybe all US digital communications could go through some kind of filter before publishing, to ensure that the speech is "free".

Yes. People could be saying bad stuff about Israel online!! We need the Palantir Filter.

Given that this is a State Department initiative and that USAID has been folded into the State department:
This looks more like a focused effort to increase foreign freedom of speech, as long as it is pro US.
That was one of the previous tasks of USAID, which was used for foreign influence (aka regime change) operations.
