Sadly, the mainstream is heavily invested in centralization and push from the top. Have you tried pitching you idea on crowdfunding sites like Kickstarter? Maybe as part of some gizmo?

Freenet is/was working on these matters. I don't know if they are gonna be into the whole "patent" thing though.
