Because the iPad form factor is actually very useful sometimes, but you don’t necessarily want to carry an iPad with you all of the time. I personally do (and use a mini as a daily phone), but can understand why some people would want something easier to carry.

Foldables seem fundamentally heavier and mechanically more fragile. And obviously more complex, and therefore more expensive.
